Salzburg, Austria is the best in the summer. You can take a Sound of Music tour, go hiking, biking or white water rafting, visit salt mines, or just relax on the Salzach river (most beautiful green color running through the middle of the city). There's also lots of Mozart history, and Hitler's Eagle's Nest isn't too far away. Pretty much everyone speaks English and is very friendly. It's just big enough to be a city, but small enough to enjoy. Lots of charming coffee houses, and lots of musicians in restaurants or the streets. The air and streets are very clean too.
If you're going to France I would suggest staying in places other than Paris. Most American's bad experiences happen there. You may want to go to see the sites, but try to visit other parts of France, too. The South of France is great - beautiful and nice people. Nice, Cannes, Monaco, etc.

Some people count the Russian Federation as a European nation, and so I will assume that you do as well.
In that case, Sochi on the Black Sea is the best for a vacation; it's a famous resort city. I have gone there nearly every summer with my family when I was younger, and I continue to take trips back to it in the summer if I can. You can often spot famous Russians there who are vacationing as well (Russian politicians, for example), and most of the food there is the best you'll ever have...unless you happen to travel a bit further inland, meet my mum, and should be lucky enough to be invited to dinner by her! Ha ha! But the food at Sochi really is wonderful, and you can go to the beach if you like to tan as well.

Paris (France) or Berlin (Germany); show the old and the new in Europe; might be worth popping over to London, just cause its only 3hrs odd away on the Eurostar; Rome is always an option, take a look thorugh some other yahoo answers on the same kinda thing; they tend to have ideas that are too many to mention
