the federal reserve decides but not necessaly how much is printed they have a bunch of currency printed and held in a safe they take the ugly bills and coins and burn them and they switch it out w new crispy bills and shiny coins... but the reserve has a lot of money in safes so its not about how much it prints but when the money will be released to the public.

Actually, the chairman of the Fed DOES have the final say, but he has to base it on the economic need for liquid cash. There is no longer any relationship between the gold held by the gov't and the 'full faith and credit' of the US gov't.
