"D.C." stands for District of Colombia. It's neither a state nor part of any state it actually touches. Invented to prevent legal invasion by British or other forces.

The D.C. stands for District of Columbia. It is not a state or part of a state. The creators didn't want any one state to be able to claim it, and they put it about halfway down the coast so that neither the North or South could claim it either. It is neutral.
