What is a power Scheme?
Using Power Options in Control Panel, you can reduce the power consumption of any number of your computer devices or of your entire system. You do this by choosing a power scheme, which is a collection of settings that manages the power usage by your computer.

Why would you use one?
You would use one to minimize power usage when your computer is not being used for extended periods of time without having to shut down and restart you computer all the time. Example: To minize the risk of screen burn on your monitor, you want to have your system temporary turn off the monitor. Laptops you want to use a scheme that will help maximize your battery usage,etc.
