You have a graphics card already, it is probably an onboard graphics card, so you may not know about it. Whether you need to upgrade or not depends on the GFX memory. The minimum required for the game is 64MB (GeForce4 or better). Look in you system settings to find out about your current card. Start->Control Panel->System->Hardware tab->Device Manager->Expand Display Adapters and view the current card.

if i am not wrong you are trying to ask if a dedicated video card should be installed to play need for speed, right? if yes, then the answer is no. you will not get the perfect video quality or smoothness but you will be able to play the game, with a non dedicated (or built-in video card or integrated video card)
now if you are trying to ask about the driver for the vdo card to be installed for the game, then the answer is yes. if the game wont be able to recognise the vdo card, it will not run. or it might play but all you will be able to do is hear the music but wont be able to see anything on the screen. i hope that helps. if not then sheet me an email describing what you are seeing on the screen while trying to play the game and i will be able to help you out.
