Everytime I restart my computer it says it cant be found and I should reinstall it.And where do i go to find where i should install it out??

copy it on a floppy disk from another windows PC, the error will go away. it can be found in the windows/win NT folder.

This is probably a leftover from an old virus or spyware infection if you're using a PC. Wins.exe is part of a service that runs on some Microsoft servers. It would never be installed on a workstation PC though it's possible that the name may have been used by an old virus or spyware program. To remove the error message, try this:

Click Start...Run
Type MSCONFIG
Press Enter
Click on the Startup tab
Look for an entry called wins.exe
Uncheck the checkbox next to it
Click OK
Reboot your PC when prompted

When it restarts you'll get a message that you have changed your startup config. Select the option to not run MSCONFIG when you start your machine.

You're done.

It may be a virus....
Go to www.trendmicro.com it's a free on virus scanner that will scan your computer for viruses\spyware\malware and remove them.
