Does anyone know the reasons why a woman in labor does not fully dilate?

I am about 17 weeks preg & my cousin's half sister just had a baby and she had to have a c-section because she did not fully dilate (even after they administered meds to help). I am curious as to what known reasons, if any, women do not fully dilate. I hope that that doesn't happen to me when it is my time to deliver my bundle of joy! Thanks for your answers!

I have never heard of a woman not fully dilating, must just be one of those things. But I wouldn't worry at all, I'm sure it's fairly rare. More than likely, you will have no problem whatsoever! Congrats by the way.
