A large difference between XP home and professional is XP home will not allow as many simultaneous connections as XP professional. That being said if you want this to be internet facing you may want to move something a little more robust like windows 2000 server, Novell, Linux, or bsd.

Microsoft will not support Win98 anymore. no new updates or patches will be released. it is not a good idea to use win 98 not even as internet pc anymore. it is not safe.
go with windows 2000 or newer for any internet applications.
