The uniform is either a white tie neck top or a white victorian top (hotel front desk). Any ideas where to go?

TARGET!! i got 2 from there.. i got a black and a white one. they also have cream. to tell you the truth they are instyle so you can go to any store and find them

Wow, I feel bad for you--the Victorian thing was a regrettable fad from '05. I'm sorry they've made it into your uniform. In any case, I'll try and remember all of the places I've seen these.
I know J.Crew used to have some high collared victorian-type tops a couple seasons ago, but I checked online and I don't see any left, even in the sale area. You could call a couple of stores and see if they still have some left, or you could look on ebay.
Free People also made some, but I looked on their website and they're out. Urban Outfitters has one of these tops:
