One feels cold when the temperature of his surroundings is lower than his body temperature.

In winter, people dont feel comfortable in cold surroundings i.e. surroundings with lower temperature than their body temperature.

* When visitor arrived, his body temperature was higher than the surroundings. so he felt cooler.
* After spending sometime in cooler place, his body got cooler and there is not much difference between temperature of his body and the surroundings. So he feels comfortable.

That is not a physics phenomenon, it is a biological one. Acclimatization is a complex adaptive response to ambient conditions. The body's sensory apparatus, reflexes, higher nervous system all adjust to persistent ambient conditions. Once adjusted, subjecting the body to a new set of conditions will cause the whole system to re-evaluate. A more extreme example of the same thing is seen in winter vacationers from snowy climes who travel to the tropics. It takes several days to fully adjust to the new climate, and back again on their return home.
