first take paper and draw a rough sketch of the pages you want then get into a webpage design program for example FrontPage or you can also use Word or Publisher to make one and put it together on the computer. A book will tell you how to use the software.

Go to a free sitebuilding place like yahoo's geocities, and use one of their templates. It will look more professional and sleek than what most people would make up from scratch on their own, unless they are professionals.
