I know there are others, but I recently watched "The Sword in the Stone". It's an old Disney movie and the boy does turn into a fish for a while.

How about the Disney animated "The Sword in the Stone". Merlin turns Arthur into a fish in that movie.

I actually love this movie. The boy was turned into a fish by Merlon, a wizard. The name of the movie is The Sword in The Stone.

I personally remember a movie like this called Waterbabies, from 1975, it is about a boy and girl who are orphans and are running from someone or something and they jump into water and become fish who must help those underwater fight against an evil shark or eel or something. I know the one you are talking about but I can't remember the name. He starts turning into a fish when he becomes a teenager (hits puberty) and finds out that he was left on a ship or something by his mermaid mother. Each time he gets in water he becomes more and more fish like. As the movie progresses he becomes more and more sick. One of his friends dad hates mermaids and wants to kill all of them, but the boys friends help him escape. Maybe if someone read this it will help jog their memory.

there's the film called 'help! i'm a fish' and a boy does turn into a fish! and a girl turns into a starfish and another fat boy turns into a jellyfish!
not sure if it's the 1 you're looking for but there are child-fishies in it if that's what floats your boat
