My ISP won't provide me with a static IP address and I want to be able to access my webcam at any time, so if for any reason I end up with a new IP address, I need to know it. I do not want to use a service like dyndns.

I use dyndns for similar reasons... and it's free and easy to set... my router even does it for me!

then i can do things like 'host myname.dynalias.org|mail myemail@mydomain'

assuming you have mail set up right, or just applescript it to mail.app

there are also lots of simple programs that you can get off the shelf.. try http://versiontracker.com , but many determine the address by going to their own webserver, and it may not be available all the time.

If you do not want to use dyndns you can find out the ip address from whatismip.com. As long as the broadband is not disconnected for any length of time it should remain the same.

Also when I was with BT Broadband I couls sign in to my account and it had a bit in the services section that gave me the assigned ip address.

Sory this is all I can think of, I'm not aware of any programs that will do this but it sounds like something that should be available
