I would say D. Britian because I know that had it before the US, if Germany had it - Hitler got rid of it - and Japan was very anti-socialist pre-WW2. So the answer must be D

I'd say Germany where conservative chancellor Bismarck introduced far reaching social security laws in the 1880s in order to weaken the Social Democratic Party. But it depends on how you define "social security laws". You could find some laws that provide a degree of social security for the weakest part of the population way back in Mesopotamia.

Great Britain introduced universal old age pensions in 1910 and a comprehensive National Health Service (free at the point of delivery) in 1948. Also at about the same time provided Family Allowances for all second children, payable to the mother. I know the US does not have free health care for all. I don't know about the other two.

in certainty it became Rome. The Romans had a gadget of distribution of bread and oil to the damaging voters of the city. Later became extra the entertainment (circuses)- additionally for loose. those social handouts finally ruined the Empire and led to its crumple

I belive the United States was the first one and I think the others have followed suite.......... Not 100% sure.
