The .bin suffix is usually used with binary files. Binary files are oftentimes executable programs (meaning you can run them). However, you cannot edit binary files.
Don't bother trying to open it in Notepad, Wordpad, or anything else because a binary file is nothing but a bunch of jibberish that only a computer operating system can understand.
If you want to run it, simply type in the name of the file at a command prompt. But be careful. If you don't know what the program does then don't run it. You might end up installing a virus, spyware, or other undesirable things on your computer.

A bin file is used by the recycle bin. Microsoft has tiny little green refuse collection men that empty the bin bag when you are asleep.
