Sort of.
Baltimore is a weird sort of town. We have all the qualities of any of the big cities a bit farther north, including the ethnic mix (Italian, African-American, Polish, Greek, Irish, Jewish, Latino, Asian, etc.) but being on the southside of the old Mason-Dixon, we also draw population from the south.
In local slang they're often referred to as "billy goats," as in "hillbilly."
And yeah, there are more than a few right in my own backyard.

Honey, I live in the suburbs of Baltimore and we are still overrun by rednecks! I have lived in Atlanta and Houston, and have relatives in San Diego and Oakland.... trust me, they're everywhere.
Some rednecks are cool though...Some of them are funny as heck!

Yes. And I'm city raised. The roads they think are "paved" have pot holes big enough to swallow my car. And there are several ways to get around, the highway (a two lane road) or the country way (mostly gravel and no street signs nor speed limit signs.)

I live in an area where "Yoopers" are prevalent. . .they're like a Northern version of rednecks.
