I doubt someone is going to give you a high level runescape account. I play myself and I have a high level but...your best chances are just training. What level are you currently?

The fastest way you can do that is to become a member and train alot.
Just get it done yourself you will get there eventually. No pride comes from something you didn't work for... but fun does.
