The kit should have a wiring diagram.
Pull a wire from the proper place in the fuse box or battery line with an in line fuse and attach it to the proper place in the light that you have screwed to the underside of the chasis by first drilling the proper sized pilot hole for the metal screws included in the kit.
Then bring the ground wire to the lights and attatch to teh proper place.
Somewhere along the line make sure the wires rout through an area close to the driver's controls so that you can install a switch. or rig it to the headlights so they will activate the Neon, your choice.
If you can follow instructions you should be able to accomplish the task.

On those older celica's no, on the greater moderen ones, no to boot. I mean in line with possibility some accessory neons on the interior like under the sprint (footwells) yet thats approximately it, underglow kits are extremely rice for my area, spend it on some overall performance stuff, in simple terms given which you have some little rinky dink lights furnishings under vehicle does no longer mean some lady is going to think of you're alluring. Like I reported, in line with possibility a pair accessory ones. good success bro!

you can buy kits at probably most auto parts stores.
you may want to check to see if they are illegal. some states they are. i beleive in my state (CT) it is OK to have them installed but not turned on while driving, you can only have them on while parked, and i believe with the engine off.
before installing them permanently place them on the frame with tape and power them up to see how much light you can see, or can't see, once you have the postion set check out the way you will run the wires, make sure they won't get pinched, or entangled in the emergency brake cable etc. once this is done start the permanent installation.

Why would you want to? You will hate it in about a year!!!
You can buy car kits at Autozone, Pep Boys, etc that will show you how to do it...

or just steal a sign from your local pub if you are old enough to get in, and duct tape it to your muffler using the cigarette lighter as the power source.
