Francium and fluorine. They have the highest (F) ands lowest (Fr) electronegativities. The first ionization energy of Fr is the lowest of any element.

Withing the Periodic Table the most reactive groups (families) are those on either side of the Noble Gases. That would be the Alkali metal family and the Halogen Family (since they only have to lose or gain 1 electron to become stable like the Nobles).

Within the Alkali metal family francium (Fr) would be the most reactive. The Alkalis want to lose 1 electron to become like the Noble Gases. Since francium's outermost electron is all the way out on level 7 (its in the 7th row of the Periodic Table) it isn't very tightly held to its nucleus. So it pops off easily.

Within the Halogen family, fluorine (F) would be the most reactive. The Halogens want to gain an electron. Since fluorine would be adding this extra electron to the second level (fluorine is in the 2nd row of the chart) the force of attraction for this electron is really strong. Fluorine makes a grab for an electron and holds on really tightly.

Florine and the elements occuring in the top right hand side of the periodic table are the most reactive elements. Florine is the most reactive because it is short one electron to become stable and elements to one degree or another are in search of electrons.

Definitively Francium (although only works with water), and (not so much an element as a compound) T.E.A which stands for TriEthylAluminium. It reacts with anything, even air!

the most active elements are Alkali metals and halogens, which are hydrogen lithium and everything under it and Florine and everything under it.
