The way you are talking sounds like you are British.
The landlord is responsible for the general condition of the building and everything else except for personal items and furniture provided by the tenent.
You need to document all the problems with the apartment (flat). Make a copy to send to the landlord and keep the originals. Record all the "repairs" made,by whom and when and the results of how long they lasted. Check to see if there is a governing board of housing and file a complaint with them.
You can also get a written agreement with the landlord to allow you to spend the rent money on making repairs yourself or with a professional contractor and living their rent free until the repairs are complete and paid for. The alternative is to either put up with the conditions or find some place else to live.

Contact the charity SHELTER by email with your problem and they will email you back within 3 days with very good advice of where to go and what to do. You can write to your landlord now listing all the repairs, giving him say 14 days to do the work, if he has not done it, tell him you will get 3 estimates, select cheapest and deduct costs from rent. This will cover you if he tries to evict. Take some photographs and go and register with local council and housing associations.You have to get out of that rat hole. Email if you need more help because I know what it is like to live in a substandard property.

It seems the house is bordering on uninhabitable. I would say, approach your local authority, with a view to registering for social housing, noting your reasons for doing so and then get them to come out and inspect the property. As you have a baby on the way, you are in priority need. Failing that, contact environmental health. hi...yes you do under the law have certain rights to stop a portion of the rent until he makes good on the repairs that need to be done...citizens advice bureau can advise you further.
if you do, put the portion of stopped rent into a different bank account so you can produce and show this scum landlord what you are doing...in that way he cannot issue you notice to quit

If you refuse to pay rent he will take you to the small claims court.
Go to a reputable house agent or estate agent and get somewhere else. You should be able to get a better place easily. If he is on a house agents books report him.

I heard on the radio once that in a restaurant if you not happy with the meal don't refuse to pay but pay what you think its worth,its then up to the restaurant to recoup the money.I wonder if this could apply to you,worth looking into,all the best.

Stop paying your rent, Go and see the letting agent explain to them your situation the landlord is taking the mickey. if your not with a letting agent go and see citizens advice they will be able to help you.

Google search "tenants' rights" it'll take you to a really good website.
Check your contract too.
You must still pay the rent, or you'll blow any chance you might have of resolution.
CAB is a useful tool.
Or move out!

you could go to the fair rents used to be at the DHSS they can assess the property and make the landlord charge accordingly due to the state of the property
