You can buy it in either Kakariko or Castle town. Kakariko is also cheaper.

It's availible if Kakariko village soon after the horseback fighting scenario. the postman will give you a letter when it is availible. It costs 200 rupees to buy it but it will be essential to complete death mountain, as the wooden shield will just burn.
