Do you live in a subdivision or housing project that has a common area association? If so, most CAAs have rules governing painting of fences and other rules that cover the appearance of houses to keep homeowners from letting their homes go to rack and ruin or from making other "improvements" that would bring the value of other houses down. If there is such an association in your area, file a complaint with them. If not, you'd have to check with the city or county and see if there is any local ordinance that prohibits painting a fence red -- some cities don't allow any structure or fence other than the fire department to be painted red.

You only have rights as far as the zoning laws cover the appearance of properties in that particular area. The exception would be if it was SO BAD, say to the point people are driving by to see the nightmare next door, that you could sue for loss of value to your property because of the proximity.
If it's typical to the area or not considered an eyesore or safety hazard, you're stuck. Sorry...
Is it possible, maybe, just maybe, your could go over, talk to them, and offer to paint it if they buy the paint, or pitch in to finish it? Sometimes people are in different circumstances than you might think at first glance, it may be bothering them as much as it is you. Worth a try to be nice about it!

If it would be a property line fence on the line itself you may be able to paint your side Green and Yellow or something Florescent. However I would check if its a common fence between you both and if you have the right to do so otherwise you might be opening up another bucket of worms...
Or you could check with the Subdivision or city etc to see if something could be done.

You have no rights as to the color of somebody else's fence. Unless he/she is violating some town ordinance (which is possible), you'll have to live with it. But before you go crazy from looking at it, I would speak to someone at your town hall and find out if that's something they have the right to deal with.

go to the home owners association then u say its decreasing the neighborhood property value then they'll say fine n take it down
or u cud buy the neighbors a nice new fence n put it up in the middle of the night

Complain to your city zoning board. There should be someting they can do. If not you can take them to court because they are decreasing the value of your home.
If none of that works, gasoline and matches... OOPS!
