All the ones you mention were (or are) excellent. In the 70's I enjoyed Mannix with James Garner, Columbo with Peter Falk, Hec Ramsey with Richard Boone, and McCloud with Dennis Weaver. All great actors, great guests and fine writing. In the 10 channel universe of those days, these were THE shows.

I loved Car 54, but that isn't the best of all time...the best would have to be Law and Order.

In my opinion - Law and Order: SVU but I've heard The Wire is awesome but I've never seen it because I don't get HBO :(
