It depends on how complicated a web page you require:
Normally the answer would be to create a html page.
Easiest:
1. Open Microsoft Frontpage
2. Edit your Website like you do a WORD document (text, address, contacts, pictures, etc)
3. Save as .htm
4. Host it on the web!

Since you have a yahoo account, type in GeoCities on the main yahoo page and use your "Yahoo" account information to sign in when you get to the site. Once signed in, you can get a free (ad-enabled) web site to begin developing. The easiest way is using Netscape Composer or simply just search for a site who allows you to do exactly that. Or do a myspace page or a 360 one for starters.

if you are looking for free web space goto geocities.com angelfire.com freeservers.com and if you are looking for composer u may have Microsoft's frontpage or macromedia's dreamweaver , both are easy but you'll have to play with them, i suggest you to use Microsoft's frontpage.
