Club Med has a resort in Ixtapa that is lovely for children. Cozumel is mostly for snorkeling and scuba diving and the beaches are very rocky or non-existent. I would definitely say Ixtapa is the better choice.

I would bet on Cozumel..
Ixtapa is really really nice, but the beach its not so nice to swim.. the sea its more violent, its more to see the show of the waves and relax.. (unless your kids will prefer only the swimming pool I wouldnt recommend that type of beach).
Now Cozumel its in the caribbean.. the beaches are nicer and more for swimming and relaxing, besides, you got more to see in the surrounding areas, while in Ixtapa you only got Zihuatanejo close wich its not a very appealing town.
