IM GONNA GO GET HER BUT HER MOM TOOK HER BIRTH CERTIFICATE SO SHE CANT COME BACK TO THE USA.WHAT ELES CAN SHE USE TO GET BACK TO THE USA?CAN HER MOM JUST LEAVE HER LIKE THAT?

She can always come back. If you do not have a birthcertificate or passport, take any identification you can, drivers license, id cards. Just declare US citizen in the airport. It may take a little more time, but US citizens can always come back to their country.

You do not state how old your girlfriend is, but if she's under 18 it definitely sounds like abandonment to me. Try contacting http://mexico.usembassy.gov/ that's the website for the American Embassy in Mexico. They should be able to get her back into the country, but her mother is most likely going to suffer consequences for her actions.
Aside from possibly being arrested, your gf's mother better be a citizen herself, otherwise I'm sure they'll deport her after her arrest.

that is some harsh punishment but if she still has her passport she can come back whenever she wants
