A batsman facing a bowler misses the ball , and it hits the wicket, but it only touches the edge of the wicket , enough to shake it, and the bail falls, but gets stuck half way down the wicket, in between two wickets , & stays there stuck ,is this batsman out, or not out ?

He'd be out bowled. From law 28(b):

(b) The disturbance of a bail, whether temporary or not, shall not constitute its complete removal from the top of the stumps, but if a bail in falling lodges between two of the stumps this shall be regarded as complete removal.

The test is whether or not, one of the bails is dislodged from its place on the top of the wicket.

In your instance, it was dislodged, so the batsman is OUT

(I remember a match many years ago, where the ball clearly struck the offside stump, but only slightly moved it. Peversely, the bail stayed put! "Not out" was the only decision that could be given!)

He's OUT. You might have seen that even during runouts the third umpire only sees when the bails were completely dislodged, not when (or if) the bails touch the ground.

Once the bail is dislodged from its position, the batsman is out.
