In certain countries, persons who successfully commit suicide are handcuffed by the bobby.

Myth ?

The dead are handcuffed to symbolise taking their own lives as a state crime by denying the community of services that would have otherwise been rendered by a live active participant of society.

Rationale ?

The dead owes a debt to society insofar as resources used to bring the person into being from child birth to the current state before the act of suicide.

What and where does the rational behind this practice stem from ?

Apparently it is done on Death Row in the USA.
A whistle will pierce through a cell block. "We've got a hanger," booms over the housing unit's loudspeakers. Guards spike open a cell door, handcuff a dead-body's hands before they cut the hangman noose. Tossing the corpse into a bright orange stretcher, the badges haul the remains of the suicide away. The property officer boxes up the deceased man's belongings, trustees hose out the cell, another condemned man is shoved inside the four-by-ten foot box, and the relentless, mind-numbing daily routine of Death Row grinds on and on and on.

As hand-cuffs are only used to restrain prisoners and the dead dont need them I would guess it is an urban myth!
the only punishment in this life for suicides was and probably still is in certain countries, the burial! Either they were buried in a different manner or not allowed to be buried in consecrated ground!
After death, who knows what happens ?

I didn't know that. I'm glad they don't do it here. My sister committed suicide and she did not do it in a "criminal" manner. She was mentally ill.

What an awful slap in the face for the families of the deceased. How horrible. I would have had somebody's head on a platter.
