I felt compelled to answer this question due to the fact that my family (from Panama) and I had to wait 5 hours to cross the border this past thanksgiving holiday weekend. Holiday crossings are INSANE. 24 hours a day!!!! By car the wait is always long. 7 days a week, night and day. However, I cross by foot regularly. I go to the duty free store weekly and usually takes me less than 30 minutes to get there and back. The best time that I have seen to cross back on foot to the US is anytime after 10pm but before 3am. Sunday morning crossings include thousands of people crossing for shopping/swapmeet purposes. Avoid at all cost. I hope that this was helpful.

On a holiday the traffic is horrible. Long lines up the I805. Sometimes you can see them pausing from my home in Chula Vista! LOL. I couldn't tell you exactly what its like on New Years, but I know its bad on holidays in general.
