Hold the brake and try shifting through the gears as you try to start it. Popping and buzzing sounds are a little vague to diagnose an electrical problem without seeing it. Post a little more info, like
the last time it ran
how was it running
any accidents or potholes in the past couple of weeks
windows open in the rain
that sort of thing will help us narrow it down, I'm leaning towards neutral safety switch, and starter solenoid, you can try to manually engage the bendix, it involves, leaving the key in the ON position, tranny in park, E-brake set, rubber handled pliers, crossing the posts on the starter and lots of sparks. Also try to turn the engine a little by hand and see if that helps it start, just put a socket on the main crank bolt and give it a 1/4 turn clockwise.

Sounds like a classic starter problem. They are easy to replace, 1- disconnect battery, 2- unbolt- they generally only have 1-3 bolts and an electrical connection. It's basically a plug and play fix.
Other things you can try is you may have an uncharged new battery- so attempt a jump,
or did you possibly put the battery in backwards, causing the positive and negatives to be crossed over, don't guess at this as you can cause electical damage.

I just suffered that problem with my s-15 Jimmy?!
Is the starter spinning? If yes check the fuel pump relay under the hood near firewall (should click when you turn the key)
If starter does not spin check both ends of battery cables and make sure the tranny is in park(might be out of adjustment) or neutral if manual tranny, clean and tighten cables.
If these ideas don't help get to your local Pep Boys/ Autozone and purchase a Chilton's manual and read it thoroughly

Probably the starter, you can have it tested at an autoparts store but you have to take it off first.
The more I think about it the more I think its the starter.
It couldnt be the alternator. A car will start and run with a bad alternator, just not for long. And since its clicking its def getting poewr so it couldnt be a fuse or relay either.
AND chevys have shotty starters.

Could be the neutral safety switch try putting into Neutral to start it instead of park. Otherwise it could be a bad solenoid or it could be loose connections at the battery try tightening and twisting cables to see if tight.
Just because it's a new battery doesn't mean anything either. Could have a bad ground to it and it drained out or the alternator stopped working last time you drove it and drained the battery

Sounds like the starter solenoid. The buzzing sound is probably the start motor spinning, but without the solenoid, the starter motor will not push the gear to contact the flex plate/fly wheel.
Either replace the starter solenoid or the entire starter motor.

Possible short in your ignition if a buzzing sound is coming from you dash I would recheck your relays with a multimeter.
