EVERYONE discontinue paying taxes, get rid of Bush, get out of Iraq and Afghanistan, find Osama, fire everyone in government...and start all over again.

change the rules.i hear if a govt agency doesnt spend every cent their budget gets cut ,so whats the incentive not to waste it.
