Not exactly.
There are very powerful forces operating within their own self interests that have a great deal of influence over the government, through sympathetic persons within the government.
However, be careful with this. You have probably heard of many secret societies, and those exist to keep the true power hidden. When you go looking towards those organizations, it sets off red flags to warn the second layer of powers and principalities.
I wouldn't call it a higher level, rather a lower level, but extremely powerful.

Leah, do you even understand the meaning of covert?? if you could easily spot evidence of it, it wouldn't be covert would it??!!
wouldn't really be doing its job would it??
but to answer your question, i think to dismiss the likelihood of a covert agency, or other types threats to true freedom easily, would be unpatriotic, while accepting the fact too easily, would just be paranoia. but when it comes to people wo crave power, like governments and the people who run them, paranoia is the American way!

No, I really do not think so. I think that is a conspiracy theory with no basis in fact.
I interned for a US Congressman for 10 years (throughout high school and college) both in the district and in DC, and in all that time, I saw no evidence of such a covert government. And my husband interned in the Reagan White House, and again, saw no evidence of such.

of course there is and not only in America , go to goggle and check out the Bilderbergers , tri lateral commission, council of forgien relations, etc, you will be surprised and probable won't believe it, but, you can be assured it is, all of these groups are tied together just different agendas,there is a lot of proof,

i hope so....we don't need to or are we privy to everything...if we were we'd be scared to death to know how many near misses terrorists have attempted or what is really going on in the government....if we do then i hope its a whole army of 'jack bauers'
