Give him some time! I suspect the water conditions are not right or he is not in condition right now. Do not switch to a 5 gal tank. It is much easier to maintain good water conditions in a larger tank. Do not put a female in there until a bubble nest is built AND the female is ripe with eggs. If you have a successful spawning, the female must be removed immediately, or he will kill her. Your tank should be covered because air flow across the water can hurt the tiny fry. Many books are available on this subject. They are much better than the answers given on yahoo answers

Well, if you have a filter moving then it probably destroys any bubbles he might be trying to make. Try turning off the filter.

Another possible problem it that he hasn't settled in yet. Give him some time to swim around and figure out his surroundings.

male betas are finicky, he might not find the tank suitable for breeding, it takes time for them to adjust to a new environement and going from 1g to 10g is a big change for them, try a 5g and be patient, make sure the water is clean and that you are giving him proper nutrition

best of luck

your tank should be about 5 gallons. i was worrying the same, but my male betta just started building it this morning. he seems to build it while the female's watching.
also, do you have anything floating on the surface? (leaves, cup etc.) giving him something to build under helps alot.

i read somewhere that they don't like a current in the water. they want it to be relatively still. mine tried inside his coffee mug but it slid out. also put some plants in there, esp one that will float at the top, they like to use it for support

If you just did a water change that may be why.
Also if there is a filter.....that can also be the reason!
