I assume you want to do this with no actual PC ...
If so, the necessary cable adapters & converters will cost you more ( & not work as well) than just buying a 19 inch televsion.

No. Not with just a CRT and a cable box. Most cable boxes oetputs transmit on Channel 3 and some will allow Channel 4 also. A CRT doesn't have a TV tuner so it can't receive the channel 3/4 signal from the cable box.
