it could be a cracked seat or washer in a shutoff valve and as the water flows thru the valve it vibrates. if you have the old style, like the outside garden hose faucet. as the water goes over the hard, cracked washer turbulence occurs creating air bubbles. i'll bet that the shut off valves don't shut the water off completely, a good way to test this theory. replace the old ones with a new ball valve with a lever handle and it will take care of the whistle and give you a positive shut off. good luck and happy new year!

First, you say when water is run inside or out? Are you saying that it whistles when COLD water is running? If so, the plumber must have installed something else in your system as well. A tankless would only cause noise if you were running the HOT water. Many times a plumber will install a pressure regulator, or a check valve or a backflow preventer, and this new device may be making the noise. Always use an experienced and licensed professional when doing major jobs like tankless. If your plumber is he will come out at NO charge to you and should fix the problem. If not you may have to hire a licensed plumber to diagnose and fix the problem.

There is air in your pipes and when you turn the water on, the water pressure is pushing both the air and water out - thus producing the noise you hear. It's not that big of a deal and should go away over time.

If this a regular noise from piping, then it is because of high water pressure through the system. If it is an unusual noise, then you need more investigation. Check answers from other respondents.
For regular noise, you can lower system pressure by half closing the main valve to the house. Or half closing valves under that noisy lav. Unfortunately, nothing else, except replacing piping system with a better engineered pipework and plans.

You need to check the gage of your water power from the main pipe. You have to turn it down a little bit at a time to control the flow of the water.
