I think Bush is a total moron, but how about the people who voted for him and would probably vote for him again if possible? Jeb Bush is another disaster. Let's hope the people of the USA smarten up before the Bush family runs another Bush for any office, including dog catcher.
Now to answer your question: If we did that, there would be a real shortage of candidates.

Maybe it should ban candidates whose religious "morals" are based on hatred.
There should be like a quiz or something, like you have to be above a certain IQ to be a president.
(It's a fact that people with higher IQ's are more tolerant and open-minded)
Maybe the presidency should be based on intelligence, not on the college daddy bought for you.
Also, perhaps some voters should smarten up as well? Our country elected him...somehow...?
