Very generally, if education services are provided by a school, university or further education college then such service is exempt from VAT.

Where a commercial organisation provides the service it is standard rated.

If a charity provides the teaching and does not charge then it is not considered to be a business and so does not fall within VAT.

If you feel really brave you could look up the actual law which is contained in Value Added Tax Act 1994 Schedule 9 Group 6 but I wouldn't advise it!

Educational activities are not tax deductible, if that is what you meant.
