Philosophically, yes there is. What is murder? It is just an illegal form of killing. If someone had killed Hussein while he was still president of Iraq, it would be murder, now it is a judicial execution. What is the real difference. When is murder murder? As all vices (sins?) are just extremes of a non-vice at the wrong time then it is arguable that there is a time and a place for everything. At the right time murder is not murder.

"There IS a time for everything, a season for every activity under heaven"....."Even this; however,is meaningless, like chasing the wind"..." God has made everything beautiful in its own time but even so, people cannot see the scope of Gods work from beginning to end. So I have concluded that there is nothing better for people than to enjoy themselves as long as they can". "Then I realized that god allows people to continue in their evil ways so he can test them. That way they can see for themselves that they are no better than animals. For humans and animals both breathe the same air and both die.... How Meaningless!!!". I think everything would encompass things like work or talking about stuff or doing romantic things.

It depends on your ethical theoretical framework. At times and places in the world all of those "bad" things you mention were/are institutionalized as correct behavior by people who were not necessarily evil. All I know for sure is that my gut says maybe.
