FDR is my first guess, Clinton is my second guess because in 1995, the Republicans, led by Gingrich, were being unreasonable on the budget, so Clinton closed the federal government down. I suppose that would make the states go temporarily bankrupt in the sense that they couldn't pay their current obligations without the federal moneys that are parceled out to them from thru the budget.
