Yes - You need an iPod video to play iPod games. You cannot play them on any other iPod or iTunes.

the iTunes Music Store says that you cannot play them on your iTunes only on an iPod (fifth generation: iPod Video)

Yes, hence why they are called iPod games. If you really want to play them I'm sure you can easily find them somewhere else online.
