Go to your State Bar website. An attorney status and disciplinary record is a matter of public information. On the state bar web site, you should be able to do a search on the attorney by name, and verify that he is an active member of the bar, and whether or not he has had any disciplinary actions against him. You should also be able to determine if he is a member of any specialty sections of the bar (e.g., Family Law, Trial Law, Apellate law... etc.). The state bar will also indicate where the lawyer attended undergraduate school, and from where he obtained his law degree.
Finally, you can ask the lawyer directly if he is a member of any legal associations, if he holds any offices, has any specialties, or any client references.
You should also realize that most state bars presume a certain level of professional competence of all attorneys such that, in theory, there should not be such a thing as a "bad" lawyer.

You can look your lawyer up on your state's bar website and see if your lawyer has been suspended or punished or disbarred. In terms of quality, that may only be gleaned from asking people what their experience with this lawyer is.

Yes there is, you can start by checking the local state bar association to see if there have been any complaints against the attorney, that have resulted in disciplinary action. If the violation is not one that would lead to Legal Malpractice, then I would use their service.
Your local state bar association can be accessed via telephone or via the internet if they have a website.
Their is another resource, martindale.com, they list attorneys by their speciality and/or location. Here again, you may have to do a little investigation via your local state bar association.
Good Luck!

If you're only allowed to speak with him through bars ... might not be the best lawyer.

Get references of past clients and call them. If the lawyer has none then keep looking.
