If you have a lease agreement for a certain term, then the rent usually cannot be raised during that term. If you are month to month and there is no 'allowable rent raise' statement, then the landlord can do whatever s/he wants. I don't know what kind of notice they must provide you with, so you may want to contact your local housing authority to get specific details.

First I would read your lease/rental contract to see if it provides any information as to rent increases and such. Usually if the landlord/property manager gives proper notice they can raise the rent. I'm unsure how the law works in Florida but in Maine I know they have to provide at least 30 days notice of a rental increase. I would contact an attorney or agency that offers free legal advice.

As long as you are in a month-to-month situation, it's perfectly legal. It can't be done during the lease term though.
