It's a multivitamin to be taken once a day. I'm not sure when's the best time of the day to take it to be more efficient.

At breakfast, with some food.
If you take it at the end of the day (evening), your body is less active and won't do as good a job of breaking it down and utilizing it as in the morning when a day's activity is ahead of you. If you took it before going to bed (yikes), it'd maybe sit in your stomach trying to dissolve, but won't move around your system much. You might get some pain from that.
Also, food is necessary because some of those vites and mins are FAT SOLUABLE, meaning, you need some grams of fat available for the thing to break down at all.
Morning meal and a supplement, then get into your day.

The best time is morning with breakfast. You should take it with food, so the the vitamins have food to digest with. Most people remember to take them when they take them at the same time each day, and mornings are a good time for most.

You should take your multivitamins at breakfast with food. Therefore, it has time to digest in your system while you are moving around. If you take it at bed, you wont get the full effects out of it.

I don't think it makes a difference, as they will not be getting into your system all at once. Some of the fat-soluble vitamins may last a long time in the tissues.

Take it in the morning with Orange Juice. I believe it will help your body absorb the nutrients better.

Take in the morning but not on an empty stomach or you will feel nauseous.
