Displacement reactions only occur between metals.

Which carbonate and which hydroxide? Yes, in double replacement reactions carbonates and hydroxides can "change partners". The problem is finding a carbonate that is water soluble so it can participate in a reaction that produces a new product. Your best candidates are the carbonates of the alkali metals, ammonium carbonate and carbonic acid (H2CO3)

Na2CO3 + Ba(OH)2 = 2NaOH + BaCO3

The BaCO3 would form a precipitate
