Im trying to re-install windows xp
I get to the blue windows set-up page, and it gets stuck on
"Setup is loading files (KERNEL DEBUGGER DLL)" bit
any ideas/solutions?

Try doing a Format on the hard-drive and then run chkdsk to see the integrity of the drive and then try again it should solve the problem but if you should experience the same problems then it is advisable to use another CD as the CD is more likely to be corrupt.....

restart when it turns back on keep tapping the F8 key then arrow up to enable VGA mode

if that doesnt work try to install with a different CD

Why would you possibly want to do that??? I've got a 4 yo computer that I've never done that to.....
