Could be asked of someone who is acting unusually hyper-actively - whether on drugs or not. But I've also heard it used to mean : "Are you on the Internet?"

are you wired means that they are asking if you have a wire on your body that can record everything that is said in a conversation b/ween u and another person...

Usually someone asks that question when another person is over-energetic or hyper. "Wired" refers to having to many stimulants in your system...ie, caffiene, speed, etc...
