It might be true that cowards are fearful; however, if you read stories about people regarded as heroes, they often admit that they were also fearful when they were debating a course of action. Whether peace destroys progress depends on your definition of "progress." If you see it as war and strife, then peace probably would be regressing; however, many people see peace as a goal that society should strive for.

Fear is a survival instinct, a manifestation of the fight or flee response. Fear judged and respected with time and wisdom can ensure the survival of the species. There is a well known saying,
"There is a fine line between bravery and stupidity." Ignoring all fears would be stupid while finding an excuse for avoiding battles with an acceptable probability of a favourable outcome is cowardice. Andy Grove of Intel said "Only the paranoid survive." And his company did well because of his fear.

Same with peace. Not all peace are beneficial while some forms of peace may take extreme bravery like Gandhism and non-violence and lead to lasting progress. As with peace so with war it is important to identify the parties, their motives and the benefit/loss equation before deciding whether war or peace will bring progress. Now buckle up that sword and choose your battles wisely.
