Check out this book. It uses Visual Basic 6 and come with a free student edition. I know its not the latest version but the programming concepts you need to learn as a beginner don't really change much from version to version...

Such as :
Variable types
FOR/NEXT loops
IF THEN statements
EVENT handlers

Visual Studio is the answer to that question.

It can help by being the development environment for your first project. It is where you will write your "Hello World" program.

I am sure there are CBT's out there for visual basic, I have never seen or heard of one. But nothing is a replacement for sitting down and writing your first program.
