If psychically is a derivative of "psyche" it means the body is alive but the soul is gone. May describe a person who is dispirited or depressed. Kinda zombied.

If it's derived from the word psychic, may mean someone with zero psychic talent, or just someone who does not turn up in a psychic's radar.
