Spaghetti-western usually features an Italian director (apart from Sergio Leone I'd like to remember Duccio Tessari and Tonino Valerii), at least an American main star and an Italian cast, but also Spanish, since a lot of those movies has been shot in Spain; it all came from that, but's not a "rule", since a lot of movies were filmed in Italy and you can easily find all Italian (or all European) cast: some Italian actors became successfully by themselves and became the main actor in spaghetti-western and also other genres: the best ones, Giuliano Gemma, Franco Nero, Bud Spencer & Terence Hill.
Anyway, in a nutshell, the *production* was Italian.

Actually his films were mainly shot in Almeria, southern Spain - I have been to where some were made! They are referred to as spaghetti westerns as they were produced by Italian film studios.

You are both right.

Sergio Leone is most noted for making Spaghetti Westerns and they were shot in Italy.
